BRIEF HISTORY OF THE ORGANIZATION:
The District Industries Centre (DIC), Cuttack was established in 1978 with the objective of promoting industrial development and entrepreneurship in the district. Since its inception, the Centre has been providing a wide range of support services to prospective entrepreneurs for the establishment and growth of Micro, Small and Medium Enterprises (MSMEs).
Located at the Industrial Estate, Khapuria, the District Industries Centre, Cuttack functions as the district-level implementing agency for various policies and programmes of the MSME Department and the Industries Department, Government of Odisha. It also oversees the implementation of self-employment programmes as assigned by the Government.
At the grassroots level, the Centre actively undertakes investment promotion activities, including the providing handholding support to Entrepreneurs, organization of seminars, workshops, trade fairs, and exhibitions in collaboration with different industry associations & stake holder departments. These initiatives aim to encourage entrepreneurship, enhance industrial awareness, and support local businesses.
The District Industries Centre operates as a single-window facilitation hub, offering all essential services and support required by MSME units under one roof, thereby simplifying procedures and fostering industrial growth in the district.

EASE OF DOING BUSINESS
Odisha has been one of the pioneers in integrating technology within the governance framework to ensure that a business-friendly ecosystem is developed in the state. Over the last two decades, the state government has taken several ease of doing business measures to improve the investor experience. Over 100 Government to business services have been brought under the purview of Odisha Right to Public Services Act 2012 ensuring timely delivery of services to investors. The adoption of single window system and deemed approvals have further improved the business environment in the state and across all the 30 districts. District investment facilitation cells have been established to further enable the government to provide the best of services to investors.
Single Window Mechanism (GO-SWIFT)
- The Government of Odisha has developed the online Single Window portal, GO SWIFT i.e., Government of Odisha – Single Window for Investor Facilitation and Tracking, to transform the B2G interface through the entire investment lifecycle.
- GO-SWIFT has been adopted in order to leverage technology to provide all requisite information/clearances to investors in a hassle-free and paper-less manner.

INVESTMENT FACILITATION
One of the key reforms undertaken by the Government of Odisha in the last two decades has been the establishment of Facilitation Cells at the state and district level to support and guide investors willing to invest in Odisha. The establishment of these cells have further improved the investment climate in the state.
STATE LEVEL FACILITATION CELL (SLFC)
The SLFC is headed by CMD, IPICOL and is responsible for projects with investment above INR 50 Crores. A dedicated facilitation cell operates out of IPICOL to assist and provide hand-holding support to investors. The cell also has nodal officers from various line departments ensuring the investors all the support for the various industrial approvals.
DISTRICT LEVEL FACILITATION CELL (DLFC)
In line with the SLFC, District Level Facilitation Cell (DLFC) have been established across the 30 districts in the state to deal with projects having investments of less than INR 50 Crores. The DLFC operates in District Industries Centre and is chaired by the General Manager, DIC. DLFC ensures all requisite support to investors. Industry representatives are also part of the DLFC to handhold & mentor prospective entrepreneurs.
Some of the key functions of the Industrial Facilitation Cell include:
- Project evaluation, land and utility assessment for land allotment and approval by government
- Facilitate and follow up on the project approvals
- Facilitate deemed approvals for projects wherever necessary
- Conduct sensitization programs to build awareness amongst the investors.
INVESTMENT APPROVAL PROCESS
- The Single Window Clearance System in the State categorises the proposed projects into three groups based on the total investment proposed.

INDUSTRY CARE
In order to resolve the issues and grievances of the investors in a timely manner, the Government of Odisha has established the “Industry Care” mechanism along with “Industry Care” field visits.
INDUSTRY CARE MECHANISM
- The industries can log their grievances/issues on the e-Suvidha portal through GO SWIFT. For industries with investment less than INR 50 Crores, grievances are put forth before the District Collector for resolution while for industries with investment greater than INR 50 crores, issues are put forth before Managing Director, IPICOL for resolution.
Industry Care Visit
- Another key reform of the “Industry Care Mechanisms” is Industry Care Field Visits.
- A team of Senior Government of Odisha officials goes on field visits to districts to meet with industry representatives to understand their challenges and issues.
- During the meeting, the state team interacts with MSMEs as well as large industries looking to seek resolution for their grievances.
- The state team also interacts with various district officials from line departments to understand the district scenario in order to chart an industrial development path.
DISTRICT INVESTMENT PROMOTION AGENCY (DIPA)
Keeping in view the increase in investment to the state and in order to ensure development of linked infrastructure facilities at a district level, the Government of Odisha has set up District Investment Promotion Agencies (DIPA) chaired by the District Collectors across the state. It is currently active in the 30 major industrial districts in the state. The District Collector is supported by a team of professionals at DIPA for investment facilitation, project monitoring and aftercare.
Some key roles of DIPA include:

DIPA is ensuring facilitation and support at ground level, dedicated feedback mechanism on the ground level issues and regular monitoring at the central level resulting in high investor confidence.
Robust Policy Framework
The Government of Odisha has established a robust policy framework with special focus on priority and new age sector within the Industrial Policy Resolution while at the same time leveraging the strengths of the state through a progressive MSME and Start-Up Policy. These are further complemented by a set of sector-specific policies designed to cater to the unique demands of each sectors.
Industrial Policy Resolution 2022
The IPR-2022 focuses on:
- providing quality industrial infrastructure,
- creation of a large land banks,
- financial assistance to the private sector for development of industrial infrastructure and sustainable environmental protection.
In chapter 5A of IPR 2022, special focus has been accorded to large investments in new-age sectors like green energy equipment manufacturing, large-scale electronics manufacturing, aerospace etc. A special incentive structure has been designed for the new-age sectors to match and surpass the best-in-class assistance being provided to these industries anywhere in the country.
MSME Development Policy 2022
The Odisha MSME Policy 2022 has been developed to create a conducive environment for promotion and growth of MSMEs in the state. The objective is to provide opportunities to local entrepreneurial talent, facilitate MSMEs in accessing domestic and export markets and take concerted measures for sustainable, inclusive & balanced growth. The DICs at the district level act as the nodal agency for promotion of MSMEs in the state. The policy also focuses on development of MSME Parks in each district. Along with focus on infrastructure development, the policy also provides attractive fiscal incentives to investors in the MSME sector.
START-UP POLICY 2016
The Odisha Start-up Policy 2016 envisages Odisha as a “World-Class Start-up Hub”. It has been designed to create and ecosystem promoting innovation and technological advancements. The Start-up policy further focuses on:
- Creation of world class physical infrastructure
- Promoting the culture of research and development through academic interventions.
- Institutionalizing the culture of entrepreneurship
The policy further outlines the creation of a Strat-up infrastructure fund to support development of hard and soft infrastructure for the start-up ecosystem and details out the assistance to be provided by the Government of Odisha to the Start-ups.

INDUSTRIAL PROFILE OF CUTTACK DISTRICT
Cuttack district in Odisha rich in natural resources, cultural heritage & well developed infrastructure has become the vanguard of investors destination. The District Industries Centre, Cuttack was established in the year 1978. After establishment of District Industries Centre, Cuttack at Khapuria various support and services are being provided to prospective entrepreneurs for establishment of Micro / Small / Medium/ Handicraft & Cottage Industries in the District.
Prime Ministers Employment Generation Programme (PMEGP), Odisha MSME Development Policy 2022, Odisha Food Processing Policy-2022, Industrial Policy Resolution 2022, Odisha Procurement Performance Policy for Micro & Small Enterprise 2023, Odisha Start up Policy 2016, Odisha Export Policy -2014 & Chief Minister’s Scheme for Reimbursement of Interest to MSMEs have been pronounced to provide various incentives to MSMEs for their sustained growth. In addition to this, the Govt. of India have also declared a number of policy initiatives viz, UAM, GeM, ZED and Micro & Small Enterprises - Cluster Development Programme (MSE-CDP) etc. for the growth of MSME sectors.

GRIEVANCE REDRESSAL OF MSMEs
The District Level Facilitation Cell (DLFC) meetings and District Level Single Window Clearance Committee (DLSWCA) meetings are regularly held to address the grievances of the MSMEs of the District by bringing their problems to the knowledge of the concerned Departments to necessary action by respective agencies.
Apart from these, many grievances which are either brought to the notice of DIC by Entrepreneurs and Field Functionaries or received form District Administration, MSME Samadhan Portal through DI, Odisha are also addressed promptly by this office to help the MSMEs.
MONITORING & EVALUATION
The District Industries Centre, Cuttack monitors and reviews the implementation of both State Govt. and Central Govt. Schemes and the functioning of AIOs/ IPOs and other field functionaries, time to time, through physical meetings as well as through social media platforms to evaluate the progresses and to identify the actual drawbacks faced by the Field Functionaries in effective delivery of the Scheme benefits to the Entrepreneurs who are the actual beneficiaries and accordingly remedial measures are taken to improve the DIC functionary.
