BRIEF HISTORY OF THE ORGANIZATION:
The District Industries Centre (DIC), Cuttack was established in 1978 with the objective of promoting industrial development and entrepreneurship in the district. Since its inception, the Centre has been providing a wide range of support services to prospective entrepreneurs for the establishment and growth of Micro, Small and Medium Enterprises (MSMEs).
Located at the Industrial Estate, Khapuria, the District Industries Centre, Cuttack functions as the district-level implementing agency for various policies and programmes of the MSME Department and the Industries Department, Government of Odisha. It also oversees the implementation of self-employment programmes as assigned by the Government.
At the grassroots level, the Centre actively undertakes investment promotion activities, including the providing handholding support to Entrepreneurs, organization of seminars, workshops, trade fairs, and exhibitions in collaboration with different industry associations & stake holder departments. These initiatives aim to encourage entrepreneurship, enhance industrial awareness, and support local businesses.
The District Industries Centre operates as a single-window facilitation hub, offering all essential services and support required by MSME units under one roof, thereby simplifying procedures and fostering industrial growth in the district.
MAIN ACTIVITIES
- Conducting resource surveys and demand surveys at the grassroots level.
- Identification of projects with region-specific action plans.
- Identification of prospective entrepreneurs at the grassroots level through personal motivation and entrepreneurship development training.
- Approval of project reports.
- Issue of Entrepreneur Identification Number (EIN) and Production Certificate.
- Recommendation for allotment of IDCO land.
- Recommendation to banks for financial assistance.
- Monitoring of projects and providing technical guidance during implementation.
- Recommendation and sanction of various incentives and facilities under the State Government’s Industrial Policy Resolution.
- Recommendation for obtaining various licenses, registrations, and NOCs from different organizations, such as:

- Factory License

INDUSTRIAL PROFILE OF CUTTACK DISTRICT
Cuttack district in Odisha rich in natural resources, cultural heritage & well developed infrastructure has become the vanguard of investors destination. The District Industries Centre, Cuttack was established in the year 1978. After establishment of District Industries Centre, Cuttack at Khapuria various support and services are being provided to prospective entrepreneurs for establishment of Micro / Small / Medium/ Handicraft & Cottage Industries in the District.
Prime Ministers Employment Generation Programme (PMEGP), Odisha MSME Development Policy 2022, Odisha Food Processing Policy-2022, Industrial Policy Resolution 2022, Odisha Procurement Performance Policy for Micro & Small Enterprise 2023, Odisha Start up Policy 2016, Odisha Export Policy -2014 & Chief Minister’s Scheme for Reimbursement of Interest to MSMEs have been pronounced to provide various incentives to MSMEs for their sustained growth. In addition to this, the Govt. of India have also declared a number of policy initiatives viz, UAM, GeM, ZED and Micro & Small Enterprises - Cluster Development Programme (MSE-CDP) etc. for the growth of MSME sectors.

GRIEVANCE REDRESSAL OF MSMEs
The District Level Facilitation Cell (DLFC) meetings and District Level Single Window Clearance Committee (DLSWCA) meetings are regularly held to address the grievances of the MSMEs of the District by bringing their problems to the knowledge of the concerned Departments to necessary action by respective agencies.
Apart from these, many grievances which are either brought to the notice of DIC by Entrepreneurs and Field Functionaries or received form District Administration, MSME Samadhan Portal through DI, Odisha are also addressed promptly by this office to help the MSMEs.
MONITORING & EVALUATION
The District Industries Centre, Cuttack monitors and reviews the implementation of both State Govt. and Central Govt. Schemes and the functioning of AIOs/ IPOs and other field functionaries, time to time, through physical meetings as well as through social media platforms to evaluate the progresses and to identify the actual drawbacks faced by the Field Functionaries in effective delivery of the Scheme benefits to the Entrepreneurs who are the actual beneficiaries and accordingly remedial measures are taken to improve the DIC functionary.
