Odisha’s Ease of Doing Business (EoDB) strategy rests on four pillars: Digitize, Decriminalize, Deregulate, and Deliver. The state leverages digital platforms to simplify processes, reduce the penalties for minor offences through Jan Vishwas Act, minimizes the compliance burdens through deregulation, and ensures efficient service delivery, fostering a transparent and investor-friendly environment. A testament to Odisha’s efforts in EoDB, the state has been awarded Top Achiever in Business Reforms Action Plan (BRAP) 2024 cycle. In 2025, Odisha advanced its EoDB efforts by implementing the District Business Reform Action Plan (DBRAP), extending reforms from the state to the district level. As a part of the initiative, Government in Industry Department has nominated Cuttack as one of the pilot districts for implementation of DBRAP reforms which recognizes our commitment for reforms for a greater accessibility and investor convenience. This platform is a way forward to leverage technology with Reforms for an Investor friendly environment at the District level which focuses on improving Government-to-Business (G2B) and Government-to-Citizen (G2C) services at districts with necessary regulatory support from state-level covering 154 reforms across six key areas.
